Yalchin Rafiyev: “”Roadmap for the 1.5 Missions on the Troika Dialogue” requires a systematic approach

An event themed “Roadmap for the 1.5 Missions of the Troika Dialogue” was held as part of the 62nd Session of the UN Subsidiary Bodies on Climate Change (SB62) in Bonn, Germany.

Addressing the event, Deputy Foreign Minister and COP29 Lead Negotiator Yalchin Rafiyev shared his perspective on significant challenges and new directions for action.

Yalchin Rafiyev emphasized that the UAE Consensus agreed at COP28 set a roadmap for setting the right course, while the Baku Climate Unity Pact at COP29 laid the foundations for the implementation tools and climate finance architecture that will enable us to deliver the climate ambition we demand. Now, ten years after the adoption of the Paris Agreement and halfway through this critical decade, COP30 must build on those outcomes to fill the identified gaps and become a turning point for accelerated climate action, he added.

The COP29 Lead Negotiator emphasized that the “Roadmap for the 1.5 missions of the Troika dialogue” aims to promote more ambitious and practical actions in the next phase of NDCs, based on the outcomes of the first global final assessments.

Noting that the 2024 milestone of global temperatures exceeding 1.5°C above pre-industrial levels is no longer just a warning – it is a call to immediate action, as current policies and obligations fall short of achieving this target, he emphasized the importance of COP30 in solidifying and implementing a roadmap for climate action, building on previous COP outcomes.

Yalchin Rafiyev highlighted in his speech that the core goal of today’s dialogue is to promote inter-system integration. He outlined several key themes addressed to the participants:

The Deputy Minister stated that Azerbaijan, as the COP29 Presidency, has not limited climate action to documents alone, but is also focused on creating real financial mechanisms. He described the Baku Pact as a beginning in this regard, saying that its continuous implementation should be ensured at COP30.
